Meaning of convention
I hereby approve and ratify the provisions thereof, as I hereby approve and ratify the same, promising to fulfill, observe and cause to be fulfilled and observed punctually in all its parts; to which end, for its greater validation and firmness, I hereby issue this Instrument of ratification signed by me, duly sealed and countersigned by the undersigned Minister of Foreign Affairs, with the following declarations:
5. The provisions of Article 9 of Annex III shall preclude the participation of States Parties, whose industrial potential does not enable them to participate directly as contractors in the exploitation and resources of the area, in the joint ventures referred to in paragraph 2 of that Article.
Inspired by the desire to settle all questions relating to the law of the sea in a spirit of mutual understanding and cooperation and conscious of the historic significance of this Convention as an important contribution to the maintenance of peace and justice and to progress for all the peoples of the world,
Characteristics of a convention
This convention may have a profit motive, such as conducting business and making sales. Or, on the other hand, it can be a non-profit motive, such as raising money to save an endangered species.
The length of time a convention lasts depends on the organizer of the event, as well as the reason for the event and the origin of the guests. Depending on all these factors, the duration will be longer or shorter.
How to pronounce a convention
Countries can elaborate common projects of different nature, expressing a simple political agreement without a binding nature or legal meaning; they could also elaborate projects involving action programs and administrative budgets where the initiatives of one country or another can be harmonized.
On the other hand, they could elaborate initiatives that constitute commitments that bind the State and therefore have legal issues that involve the Governments, implying more formal procedures of a mandatory nature.
In international terms, “framework agreement” is defined as a type of instrument defined by its function, i.e. it is “a general agreement that can serve as a framework for subsequent agreements”. These framework agreements have a specific, particular meaning, which allows States to progress in their joint relationship in the future.
It is a bilateral or multilateral understanding between States, the purpose of which is to harmonize their respective interests. Called as: Convention, treaty or any other binding act by which two or more nations agree to abide by specific conditions in their commercial exchange, which usually includes mutually beneficial concessions.
Types of conventions
Certain types of conventions may become laws or be defined by regulatory bodies to formalize or enforce compliance (e.g., the convention on which side of the road a vehicle should drive on is regulated). In other contexts, conventions have the character of unwritten law (for example, which clothes are suitable for a man and which for a woman).
In science, some constants, quantities or measurement scales are conventions, i.e. they do not represent a measurable property of nature, but are an agreement reached by the scientific community that works with them (e.g. measuring in meters, weighing in kilograms and other measurements of the International System).
Conventions developed under the auspices of the United Nations are considered to apply only in countries that have ratified them and are generally considered to have the same force as international treaties. Some of the conventions ratified by the largest number of countries are the Geneva Conventions.
